Responsibilities

Castalia Systems is seeking a Staff Officer/Requirements Manager in the Honolulu, HI area.

 

A Staff Officer/Requirements Manager will develop, assess, validate and prioritize INDOPACOM J6 new, emerging and enduring J6 requirements and the associated requirement products.  The qualified candidate will conduct analysis and planning for all J6 requirements and acquisition phases to support program decisions and strategy development.  Collaborate with INDOPACOM, Joint Staff and DoD program office staff and other stakeholders to develop and execute requirements and sustainment strategies, plans, agreements, and schedules.

 

A qualified candidate will perform the following duties and responsibilities, but are not limited to:

  • Track requirements across multiple lines of effort to include: configuration management, network management, portfolio management, cyber security and program management.
  • Collaborate with all INDOPACOM directorates and staff and other stakeholders to capture identify risks to production and sustainment processes/activities and develop and execute mitigation strategies.
  • Providing strategic guidance for 2 to 5 year outlook.
  • Conduct Capability analysis for IMN, JFN, PMTEC, Stormbreaker, etc.
  • Provide support to the JMAD joint mission accelerator directorate - Identify how to integrate and requirements of 4+ supporting 
  • Analyze and define impacts of changes to program baselines resulting from new requirements, develop draft informational, status, and decision briefing documents.
  • Collect and analyze stakeholder requirements, program objectives, and develop assessment criteria.
  • Coordinate related program/technical documentation between functional resources, stakeholders, and approval from the J68 to be presented to key entities within Joint Staff J6.
  • SME to define, codify and automate the requirements process for the J6 and validate the requirement in preparation for execution and decision making.
  • Coordinated the technical and requirements documentation, project objectives and develop the assessment criteria.
  • Oversee and provide documentation support.

 

Qualifications

Security Clearance Requirement:

Active/current TS/SCI clearance is required.

 

Required Qualifications:

  • Bachelor’s degree or 4 years of additional experience.
  • 8+ years of staff experience with 2+ years of command staff experience.
  • Experience with the Federal Information Security Modernization Act of 2014 (FISMA).
  • Experience with the PPBE process.
  • Ability to lead planning efforts across multiple organizations/stakeholders with minimal guidance/supervision.
  • Strong problem-solving skills.
  • Ability to work in a dynamic, fast paced environment.
  • Ability to multitask and prioritize with strong attention to detail.
